Home / Assessment

The office is responsible for maintaining fair and equitable property assessments and administering property tax exemptions in accordance with New York State law.

Our Assessors, Kenneth Pike and Rhonda Salsbury, are available to assist property owners with questions regarding their assessments, exemptions, and the assessment process. We kindly ask that you call ahead before visiting, as field reviews and property photo updates are conducted regularly. If you see a vehicle marked with a sign reading “Assessor – Town of Pavilion”, it indicates that an official field review is in progress.

Please don’t hesitate to reach out if you have any questions or need assistance. We’re here to help ensure that all assessment information is accurate and up-to-date.

Duties of the Assessor

The Assessor is responsible for estimating the value of all real property within the Town of Pavilion. These values form the basis for property tax assessments. The Assessor maintains the assessment roll, which lists every property’s value and any applicable exemptions. This roll is a public record available for inspection in the office. Keeping this information accurate ensures that the Town’s property tax burden is distributed fairly among all property owners.

Board of Assessment Review

A Board of Assessment’s core purpose is to ensure fair and equitable property valuation for taxation by reviewing assessor decisions, hearing taxpayer appeals, and making impartial rulings on property values or exemptions, acting as a crucial intermediary before courts to uphold due process and accurate tax rolls. A Board of Assessment Review application can be mailed to:

Kenneth Pike
PO Box 126
Pavilion, NY 14525

Forms may also be dropped off to the Town Office. There is a drop box at the Town Clerk entrance door for convenience.
